The Southwest Ohio Region Workforce Investment Board (SWORWIB) is a 501c3 Ohio chartered nonprofit organization. The SWORWIB implements the Workforce Innovation and Opportunity Act (WIOA) in the City of Cincinnati and Hamilton County. The board is responsible for developing strategies to engage employers, employees, government, education, organized labor and community-based organizations in a partnership to strengthen and expand the workforce resources of the region for the benefit of all the participants and communities where we live, work and raise our families.
The Southwest Ohio WIOA Regional Plan

The Workforce Innovation and Opportunity Act (WIOA) requires local workforce development boards to engage in a strategic regional plan that incorporates local plans for each of the areas within the given workforce planning region. These plans serve as a four-year framework to develop, align, and integrate service delivery strategies to support the region’s vision, strategic and operational goals.
The Southwest Ohio Planning Region is a four-county region made up of two local workforce development areas (WDAs), including the Urban Center- Area 13- Cincinnati-Hamilton County and Area 12- Butler, Clermont and Warren Counties, and overseen by these local Boards:
- The Southwest Ohio Region Workforce Investment Board (SWORWIB)
- The Workforce Investment Board of Butler, Clermont, and Warren (WIBBCW)
